Part I of this article is a documentary study of the Cromwell's order put into effect on 29 August 1655 (British Museum, Thomason Collection E 1064 (58)). This article is not to trace the development of the freedom of the press during the Puritan Revolution, but to see how that policy was used to defend the dictatorship. Cromwell's method of dealing with the press does not seem to have contained anything new. It appears to have inherited the basic characters of the several ordinances issued previously during the Revolution. The author contends, however, that when we pay attention to the two factors, namely, who was responsible for the execution of the order and what sorts of press it intended to suppress and to prosecute, we can find the particular character of Cromwell's regime.
